December, 2007 –– A police report was filed after an alleged sexual assault (date rape). While the alleged rape survivor was at the Howard County Police Department, filing her report, another woman came in to report another sexual assault very similar to the first woman.  It is suspected that Jeffrey Sternberg used the date rape drug on both of these alleged female victims.  

The Howard County Police Department decided not to pursue either of the cases.  One of the alleged victims was able to obtained a peace order against Jeffrey E. Sternberg, which was in place for a three year time frame. 

Jeff Sternberg has a long record with various Maryland and Virginia police departments.

There are several people by the name of Jeffrey Sternberg. The individual discussed on this page was born June 28, 1966.

Some of the women reportedly refused to pay Nisimov for his help, at which point he threatened them and their children and even held one of the women at knife point.

Tel Aviv District Court indicts Edward Nisimov on multiple counts of fraud, false representation, extortion and aggravated assault; said he was Roman Abramovich

Edward Nisimov, 25, from Akko, was indicted Sunday on multiple counts of fraud, false representation, extortion and aggravated assault, against women he met on the popular dating website JDate.

He was accused of approaching several women registered on the site, while using several different identities to con them out of money. On one occasion he allegedly pretended to be billionaire businessman Roman Abramovich.

Nisimov was further accused of promising at least four of the women he contacted – all single mothers – that he would help them in acquiring an apartment, a car and additional social security benefits, in exchange for some of the money. He was able to con them into giving him over $100,000.

Some of the women reportedly refused to pay Nisimov for his help, at which point he threatened them and their children and even held one of the women at knife point.

The Tel Aviv district prosecutor's office told Ynet that Nisimov pled guilty to all counts of the indictment, saying his addiction to gambling drove him to it. He was arraigned by the Tel Aviv District Court.

This past weekend, Edward Nisimov, 25 from Akko, was charged with fraud after he conned four women he met through internet into giving him over $100,000.

Nisimov stands accused of promising the women help in acquiring an apartment, a car, and more while using fake identities. In one of the instances, he claimed to be billionaire Roman Abramovich. Nisimov is also being charged with threatening the women and their children.

There's a new trend in the world today. It's called "Hooking Up." It's an issue that needs to be addressed in every Jewish community, including the observant world. 

Over the last several months I've realized that "hooking-up" is not just limited to our youth, but individuals of all ages including our older population. This is an issue not only for the secular world, but an issue for every movement in Judaism (reform, conservative, traditional, renewal and orthodox). 

According to an article published in the New York Times, "Hooking Up" by Tom Wolfe:
"Hooking up" was a term known in the year 2000 to almost every American child over the age of nine, but to only a relatively small percentage of their parents, who, even if they heard it, thought it was being used in the old sense of "meeting" someone. Among the children, hooking up was always a sexual experience, but the nature and extent of what they did could vary widely. Back in the twentieth century, American girls had used baseball terminology. "First base" referred to embracing and kissing; "second base" referred to groping and fondling and deep, or "French," kissing, commonly known as "heavy petting"; "third base" referred to fellatio, usually known in polite conversation by the ambiguous term "oral sex"; and "home plate" meant conception-mode intercourse, known familiarly as "going all the way." In the year 2000, in the era of hooking up, "first base" meant deep kissing ("tonsil hockey"), groping, and fondling; "second base" meant oral sex; "third base" meant going all the way; and "home plate" meant learning each other's names. 

We all need to be aware that there are online "social networks" for Jewish adults where they meet for the soul purpose of having sexual relations with virtual strangers. I don't want to get into the moral debate regarding these issues, yet I do want to say it is a problem in every community. It's a problem that can be extremely dangerous not only because of the risk of assault on the individual "hooking-up," it's also a serious problem for their loved ones. When one "hooks-up" with another they are putting themselves, their spouse and or any future relationship at risk of contracting AIDS or any other STD (Sexually Transmitted Disease). 

Over the last several months I've been speaking with individuals who are considered to be observant who are between the ages of 18 - 70. Most are single, divorced or widows/widowers, yet a few are married. Most have never thought about the fact they could be carriers of the HIV virus. Most knew very little about AIDS or other forms of STD's.

The risks are serious. It's an issue that needs to be addressed in each and household and every community. We need to encourage every rabbi, cantor, community leader, synagogue, yeshiva parent and teacher to learn as much as they can about AIDS and STD's. It's vitally important for all of us to be talking about the problems with our youth, elderly and anyone else who may be sexually active. Perhaps we can encourage every mikvah (for both men and women) to have literature available on the topic of the prevention of sexually transmitted diseases. It's the only hope we have of preventing an epidemic of AIDS in your family and or community. 

Remember if someone is married and having sex outside of marriage they are putting their spouse and any potential children they may have in the future at risk for AIDS or other form of STD. 

The sad truth is that every child who is molested or any adult who is sexually assaulted is also at risk of contracting an STD. It's vitally important we get factual information out in a way that is not shaming or blaming. The goal is not to push anyone deeper into secrecy. The goal is prevention.

Maccabi Haifa soccer player suspected of sexual assault

A player for Maccabi Haifa, one of Israel's leading soccer teams, was arrested Sunday on suspicion that he sexually assaulted the 20-year-old girlfriend of a friend of his.

His remand was set at three days by the Netanya Magistrate's Court. The court also issued an injunction prohibiting the release of his name.

Police say the alleged assault took place Friday night. According to the charges, the three arrived at the player's friend's house in the Netanya area of central Israel and the player entered the room where his friend and the friend's girlfriend were sleeping. The young woman said the player tried to assault her more than once, but she resisted.

The player has denied the charges against him.

Soccer / Haifa stays perfect with 1-0 win

In a separate off-the-field development, the Maccabi Haifa player suspected of sexual abuse and assault will appear again today before the Netanya Magistrate's Court for a remand hearing. The court is expected to agree to the defense's request to release the player from police custody, and place him under house arrest.

Police yesterday offered the suspect a polygraph test, but the player's lawyer, Moshe Sohemi, opposed the move, despite his client's consent. "If he comes out as telling the truth, will they release him?" Sohemi asked. "Why should he take a polygraph if it is an inadmissible test? The fact that he agreed to take the test indicates just how innocent he is."

Definition of Terms Relating to Sexual Victimization
(Incest, Child Sexual Abuse, Sexual Assault, Clergy Sexual Abuse, Sexual Harassment)


Sexual Assault/Rape - often referred to as rape, is legally defined differently in each state. In New Jersey, the law defines sexual assault as "the penetration, no matter how slight, in which physical force or coercion is used or in which the victim is physically or mentally incapacitated." Penetration is defined as "vaginal intercourse, cunnilingus, fellatio or anal intercourse between persons or the insertion of a hand, finger or other object into the anus or vagina by either the actor or upon the actor's instruction" (NJSA 2C:14-1). In most states the law, which is gender neutral, does not specify male or female, but uses the words "actor" and "victim" to describe the persons involved.

 
Childhood Sexual Abuse and Incest (From ISA) - A betrayal of trust in overt and covert sexual contact or act which possibly includes: touching or non-touching, verbal seduction or abuse, anal or vaginal intercourse, oral sex, sodomy, manual stimulation, direct threats, implied threats, or other forms of abuse between people who are related genetically, by marriage (step-parents to step children), by living arrangements, or in whom a child perceives a trusting relationship, i.e., mother, father, grandfather, grandmother, aunts, uncles, cousins, stepparents, step-siblings, half-siblings, live-in or sleep-over lovers, brothers, sisters, foster parents, adoptive parents, neighbors, family friends, baby sitters, anyone either known or a stranger with a power advantage of any kind over the child, or professionals such as teacher, extracurricular activities instructor, coach, professor, school principal, nurse, doctor, orderly, dentist, technician, therapist, social worker, minister, priest, nun, shopkeeper, landlord, scout leader, laborer, janitor, office worker, pilot, U.S. military personnel, lawyer, judge, police officer, mail carrier, politician, banker, corporate executive, or anyone whose employment or social standing puts them in a position of power over a child.  This also includes any adult in a position of power who betrays the trust of a trusting adult.
 
When this trust between a child and an older child, sibling, parent-figure or adult is violated, that act becomes incestuous. We put full responsibility on the initiator for whatever took place.  The child's age may range from conception, newborn, preschool, school age, teenager and older.  

 
Criminal sexual contact - is legally defined as "intentional, non-consensual touching by the victim or actor, either directly or through clothing, of a victim's or actor's sexual organs, genital area, anal area, inner thigh, groin buttock or breast, for the purpose of degrading or humiliating the victim or sexually arousing or sexually gratifying the actor."

 
Sexual Harrassment - Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitutes sexual harassment when submission to or rejection of this conduct explicitly or implicitly affects an individual's employment, unreasonably interferes with an individual's work performance or creates an intimidating, hostile or offensive work environment.

 
Sexual harassment can occur in a variety of circumstances, including but not limited to the following:
  • The victim as well as the harasser may be a woman or a man. The victim does not have to be of the opposite sex.
  • The harasser can be the victim's supervisor, an agent of the employer, a supervisor in another area, a co-worker, or a non-employee.
  • The victim does not have to be the person harassed but could be anyone affected by the offensive conduct.
  • Unlawful sexual harassment may occur without economic injury to or discharge of the victim.
  •  The harasser's conduct must be unwelcome.
 
It is helpful for the victim to directly inform the harasser that the conduct is unwelcome and must stop. The victim should use any employer complaint mechanism or grievance system available.

When investigating allegations of sexual harassment, EEOC looks at the whole record: the circumstances, such as the nature of the sexual advances, and the context in which the alleged incidents occurred. A determination on the allegations is made from the facts on a case-by-case basis.

Prevention is the best tool to eliminate sexual harassment in the workplace. Employers are encouraged to take steps necessary to prevent sexual harassment from occurring. They should clearly communicate to employees that sexual harassment will not be tolerated. They can do so by establishing an effective complaint or grievance process and taking immediate and appropriate action when an employee complains.
 
According to the U.S. Equal Employment Opportunity Commission, Sexual Harssment is a form of sex discrimination that violates Title VII of the Civil Rights Act of 1964.
 
 

Peer sexual harassment - occurs in a variety of forms that may include sexual assault or criminal sexual contact.Other forms of this type of harassment include sexual comments, noises or gestures that threaten, scare, or make the victim uncomfortable.The behavior of the perpetrator would determine what crime was committed.
 

Date Rape and Relationship Violence
Maritial Rape - Legal definition varies within the United States, marital rape can be defined as any unwanted intercourse or penetration (vaginal, anal, or oral) obtained by force, threat of force, or when the wife is unable to consent. Rape in marriage is an extremely prevalent form of sexual violence, particularly when women who are involved in physically abusive relationships may be especially vulnerable to rape by their partners.
 

Domestic Violence - This is NOT the exactly the focus of The Awareness Center. Domestic Violence usually refers to spousal abuse. In some cases there is marital rape and incest (which isa part of the focus of The Awareness Center).
