Sex-abuse victims' fear stymies police

Sex crimes, abusers known, yet unreported, Ramapo detective says

Ramapo police Detective Sgt. John Lynch said he’s heard “whisperings” of several unreported sex crimes in New Square, but is continually frustrated because the victims fear being shunned by the community.

“It’s well known in that community; it’s well known who the perpetrators are,” Lynch said. “But we have not had people who come forward, sign complaints and are willing to testify in court.”

He blames this largely on New Square’s leadership, which established a community group, the Vaad, to handle sex-abuse allegations in-house.

“Why do they stand for it? We can’t understand,” Lynch said. “We try to apply our logic and theories of right and wrong. They have a totally different reaction and a different way of looking at it.”

Ramapo detectives, for instance, suspect that one man who was once part of Grand Rabbi David Twersky’s inner circle has preyed on numerous boys over at least a decade, Lynch said. They’ve spoken to some of the alleged victims, but none is willing to press charges.
“There doesn’t appear to be a sense of outrage in the community,” Lynch said. “We sit here in knots thinking how we can never allow this to happen to our kids, yet it happens in the community.”

The problem isn’t confined to New Square. Ben Hirsch, co-founder of Survivors for Justice, a Manhattan-based group that helps sex-abuse victims overcome intimidation, said there is a widespread cover-up of abuse in several other ultra-Orthodox communities including Williamsburg, Brooklyn, Kiryas Joel in Orange County and Lakewood, N.J.

In New Square, the Vaad sends alleged victims and abusers to therapists, without reporting crimes to outside authorities.

It was formed with direction from several psychologists with OHEL Children’s Home and Family Services, a Jewish social-service agency based in Borough Park, Brooklyn, that critics say has shielded child molesters brought there for treatment by rabbis.

In a 2011 exposé, the New York Jewish Week documented a case in which the agency failed to call police about a patient who’d been sexually abusing her young son, and reported that the agency is known for doing “more to protect the reputation of the community than the safety of its children.”

Rockland District Attorney Thomas Zugibe said some community leaders and rabbis lean on families and victims to stay away from authorities and not press charges.

Many people who defy the edicts of community leaders see their children kicked out of religious schools. The families also are ostracized — with the men denied a place in synagogue — and become targets of protests to force them out of New Square.

“We’ve told the community if they fail to take action (against sex offenders) they are creating another generation of victims,” Zugibe said.

“In many cases, the victims become offenders. That’s a big reason they can’t let these guys go and not prosecute,” he said.

How does one of the best ball players on the Lower East Side become one of America's most distinguished mechanchim, a man who taught, inspired and elevated thousands of talmidim and their families?

It begins by dedicating himself to Torah study and to serving Hashem with joy, love and consistency - to living a life that was a declaration of "Ani Avdecha" - I am Your servant.

That is what Rabbi Yosef Tendler, mechinah menahel of Yeshivah Ner Israel in Baltimore, did.

Rabbi Tendler was one of the first American-borntalmidim of Rav Aharon Kotler zt'l, at a time when "Lakewood" had only dozens of students, and there were fewer than 1,000 senior yeshivab achurim in the entire world. Appointed "temporary" menahel of Ner Israel's mechinah, he remained in that post for 47 years, a brilliant teacher and charismatic role model, utterly devoted to his talmidim, creating literally thousands of Bnei Torah. Together with the Rosh Yeshivah, Rabbi Yaakov Yitzchok Ruderman, z'l, and Rabbi Naftali Neuberger, z'l,  Rabbi Tendler, z'l,  was instrumental in saving Iranian Jewry for Torah life during the dangerous years after the Shah's downfall.

This riveting book, authored by Akiva Tendler,  is part biography and part memoir, often told in the voices of Rabbi Tendler himself and those who knew him during his decades at the forefront of Torah Jewry.

Rabbi Isaac Neuberger was arrested on charges of second degree sexual assault.  The case against him was closed.  The Awareness Center is in hopes of providing more information on why the case was closed in the near future.

Isaac Neuberger is the son of Rabbi Herman Neuberger z"l, who was one of the founders of Ner Israel Rabbinical College and High School in Baltimore, MD.  His brother's include Rabbis Sheftel, Shragi and Ezra who is currently executive director, maggid shiur and rosh kollel at Ner Israel.  

Over the years there have been several allegations regarding various rabbonim connected to Ner Israel of committing sex crimes or having rabbonim covering up these crimes.

Isaac Neuberger currently resides on the campus of Ner Israel.

Attorney, Isaac Neuberger arrested on sex charges

Baltimore Attorney, Isaac Neuberger was arrested this past Thursday on charges of second degree assault and forth degreesexual assault.
According to reports, the sixty-five-year-old, allegedly sexually assaulted a male waiter at a holiday party held at the law firm of Neuberger, Quinn, Gielen, Rubin and Gibber, PA.(NQGRG)
Isaac Neuberger allegedly approached a 22-year-old married man in the bathroom who was urinating at the time. Neuberger made a few sexual remarks and then put his had down the man’s pants.
Isaac Neuberger was the son of the late Rabbi Herman Neuberger Z"L, who was one of the founders and long time president of Ner Israel Rabbinical College and High School in Baltimore, MD.
Isaac’s brother’s include rabbis SheftelShragi and Ezra who is the current executive director, maggid shiur and rosh (head) kollel at Ner Israel.
There is concern from community members regarding the safety of students on the campus of Ner Israel, since Isaac Neuberger lives in a house directly behind the Ner Israel campus.
For fear of retaliation, neighbors and community members wished to remain anonymous. One Neighbor stated that Neuberger often invites both high school and college age students from Ner Israel to his home for the shabbos (Jewish sabbath) for meals, and is known to serve alcohol to them. The fear is that might be using shabbos as way to groom youth into performing sexual favors with him.
Another community member stated that they heard rumors that Isaac Neuberger is using his political connections to pressure the Baltimore County police department to drop the case, and also that the victims family is facing tremendous pressure to drop the charges.

Lawyer charged with sex offense

A prominent Baltimore attorney and the son of one of the longtime presidents of Ner Israel College and High School in Baltimore County is charged with a sexual offense.

According to charging documents, Isaac Neuberger, 66, allegedly walked into the men's restroom on the 27th floor of his law firm's building on South Street in downtown Baltimore and struck up a conversation with one of the waiters while both men were at neighboring urinals.

As both men went to wash their hands, Neuberger allegedly began instructing the victim on exercises to keep his abdomen in shape and proceeded to move his hand down the other man's waist to his inner thigh, brushing his crotch in the process.

The waiter reported it to his superiors with the catering company that handled the company party.

Neuberger now faces charges of second-degree assault and a fourth-degree sexual offense.

His attorney, Joshua Treem, had no comment except to say, "It didn't happen."

A Baltimore lawyer has been charged with second-degree assault and a fourth-degree sex offense for allegedly inappropriately touching a member of the catering staff at his law firm’s holiday party.

Isaac M. Neuberger “categorically denies the charges,” his attorney said Tuesday.

“There was no assault,” said Neuberger’s attorney, Joshua R. Treem. “There were no offenses committed.”

A hearing on the misdemeanor charges is scheduled for Jan. 24 in Maryland District Court, according to court records.

A 1969 graduate of the University of Maryland School of Law, he is an advisor to senior management and boards of directors of a number of public and privately held companies.

Neuberger’s father, the late Rabbi Herman Neuberger Z"L was a founder and long time president of Ner Israel Rabbinical College and High School in Baltimore, MD.  His brothers include rabbis Sheftel, Shragi and Ezra Neuberger, current executive director, maggid shiur and rosh (head) kollel at Ner Israel.


Prior to starting his own firm, Neuberger practiced at Melnicove, Kaufman, Weiner, Smouse & Garbis P.A. He has been the Director of Amtrust Financial Services Inc. (NASDAQ: AFSI) since 2005. Baltimore, MD –– According to court documents, Rabbi Isaac Neuberger’sarraignment hearing is scheduled for February 13, 2014 at 9:30 AM, at the courthouse on Lexington and St. Paul, in Room 203.

Neuberger is being arraigned on charges related to an alleged sexual assault which occurred on December 12, 2013.

According to reports, the sixty-five-year-old, allegedly sexually assaulted a male waiter at a holiday party held at the law firm of Neuberger, Quinn, Gielen, Rubin and Gibber, PA. (NQGRG)

Over the years there have been rumors that attorney, Isaac Neuberger had invited several Ner Israel students over to his home for meals connected to Shabbat (the Jewish sabbath) and various Jewish holidays. During these visits there have been mumblings throughout the Baltimore eruv, that several teenage boys and young adult men had been groped by this revered member of a famous rabbinic family.
