Background Information from Rabbi Yosef Blau

The Shoel U'Meishiv was Rav Yosef Shaul Nathenson (1810-1875) the rav of Lemberg (Lviv) and a major posek. In this response he accepted the testimony of two young adults, describing what had been done to them when they were under thirteen which was not said in front of the accused. He also rejected the relevance of a cheskas kashrus (the presumption that a Jew is kosher) since there is no right to be able to become a teacher of children. Discussing the possibility of a sincere teshuva (repentance) he pointed out that if a person denies guilt there can be no teshuva.
