Meshi Zahav, 42, an employer of ZAKA, married and the father of four children, was arrested yesterday following seven complaints placed by girls aged`14-17. The police investigation depicts that the molestations took place at a ZAKA vehicle, in darkened parking lots in Jerusalem.
According to the complaints, Meshi Zahav used to locate adolescent girls in distress, who were runaways or in boarding schools. The suspect started a conversation with the girls, using an alias name. He gave them thousands of Shekels and expensive gifts and then pressured them to have sexual intercourse with him.
"Only a kiss on the cheek"
In his quesioning, Meshi Zahav denied sexual intercourse with the girls, and claimed that he only wanted to help them. He said that other than kisses on the cheek and touching hands, he didn't have physical contact with the girls and that he is shocked to be framed this way.
During the court's discussion, the police's representatives claimed that the succedded in creating a financial dependency between the girls and himself. The suspect's defence attorney, Mr. Nachshon Shochet, said that Meshi Zahav gave the girls only tens of Shekels, not more.
The judge Amnon Cohen decided that there is more than a reasonable doubt tying the suspect to the charges of molesting minors, increased the duration of Meshi Zahav's custody in two days.

סערה ברחוב החרדי: בית משפט השלום בירושלים האריך ביומיים (יום ד', 3.12.03) את מעצרו של משה משי-זהב, בן 42 מירושלים, אחיו של מי שהיה קמב"צ העדה החרדית ואיש נטורי קרתא, וכיום משמש מנכ"ל ארגון זק"א (זיהוי קורבנות אסון), יהודה משי-זהב.

A storm broke in the "Haredi" (ultra-orthodox) street: the brother of Yehuda Meshi Zahav, who held an impotant position in the "Eda Haredit" and today is the director of ZAKA, is suspected to have taken advantage of adolescent girls under duress and molesting them. He is the brother of a man who held high positions in the Haredi community and a man on Neturey Karta (a small ultra-orthodoc community residing in Jerusalem--translator), and today the direactor of Disaster Victims Identification, Yehuda Meshi Zahav.
Moshe Meshi Zahav was arrested yesterday for charges of molesting minors and interfering with a police investigation. According to the charges, he took advantage of the financial harship of the minor girls, gave the monetary assistance, and demanded sexual favors in return.
In his decision, where he decided to prolong the police custody of Meshi Zahav for further investigation, the president of the Court, judge Amnon Cohen, wrote: "I looked over the investigation material and I am convinced that there is more than reasonable doubt to tie the suspect to molesting minor girls."
Meshi Zahav was arrested yesterday, 12/2/03, following intelligence information that was given to the police. During the hearing to prolong the suspect's custody, the police investigator, Shlomi David, said that the case concerns very serious offenses, who were done while taking advantage of financial and emotional hardship of seven girls, aged 14-17 from a boarding school in the North of Israel, during the last eight months.
According to the charges, Meshi Zahav used to locate the girls in the street, after they ran away from home, helped them financially, pampered them with gifts and cellular phones. Meshi Zahav demanded payback in sexual acts. According to the charges, the molestation acts took place in vehicles in parking lots, sometimes even in the ZAKA's vehicles.
According to David, the suspect admitted most of the factual details, connected himself to the girls, admitted that he saw them and gave them gifts, but denied any sexual contact with them, claiming that it is a lie.
Meshi Zahav's attorney, lawyer Nachshon Shofet, said in response: "I emphasise, that according to Meshi Zahav, he did not do any act of sexual nature or sexual character or the like," and the financial help was not in the magnitoe of thousands of shekels, the way the police claims, but a lot less than that. The lawyer also said, that Meshi Zahav has four children, and he had no criminal record, and works for ZAKA, an organization that is doing holy work (ZAKA denies that the suspect works for them, see below--N.S.)
This is not the first time that Moshe Zahav is in trouble. About three years ago, Moshe Zahav collected donations of money for assisting the victims of terrorist acts in Israel. It was claimed that the monies he collected from the doners, Moshe Zahav deposited in his personal bank account and later wrote checks to his senders. The checks returns because they was no money to cover them or because Moshe Zahav had cancelled them.
ZAKA's reaction: we are shocked by the charges, but he is not one of our volunteers.
ZAKA denies publications in several sites that Moshe Zahav is a volunteer in the organization. ZAKA's spokesperson, Ze'ev Fayner, said: "We, too, are shocked by the serious charges, but the aforementioned never was a ZAKA volunteer. He was a paid employee, for a one-time project (even that activity was suspended because of suspicions). Even so, it is imporant to remember that those are charges only, and we would like to home that they will be found out as unfounded."
Fayner continued, "ZAKA will continue in it's blessed and holy doings, and will not allow people who are not "clean" to be members of this holy organzation, that is so important to the Israeli nation."

אם השתיל ארגון זק"א שקיות עם שרידי גופות מזויפים בבית הלוויות העירוני "שמגר", בשביל יחסי ציבור? סגן שר הדתות, יצחק לוי, ידון בסוגיה המוזרה הזו בשבוע הבא. בשבוע שעבר טען מנכ"ל הארגון, יהודה משי זהב, שבבית הלוויות העירוני "שמגר" מצויות שקיות עם שרידי גופות מהפיגוע ב"קפה הלל". לטענת זק"א, הארגון פנה כמה פעמים למועצה הדתית בעיר ולחברה קדישא, בבקשה לקבור את השרידים, אבל אלה סירבו בשל שביתות. הסיפור פורסם בהרחבה ב"ידיעות אחרונות" ביום חמישי שעבר. אולם בבדיקה שערך מנכ"ל חברה קדישא, חנניה שחור, עם ארנון מאיר, עיתונאי מ"חדשות היום", נחשף שבתוך השקיות כלל לא היו שרידים מהפיגוע, אלא חול, ריפוד של כלי רכב ועיתון ברוסית מ-20 בנובמבר, חודשיים וחצי אחרי הפיגוע. מאיר לקח את השקיות לבדיקת מעבדה, שקבעה בלי צל של ספק שמעולם לא הייתה בשקיות טיפת דם. בעקבות הפרסום, ביקש מנכ"ל משרד הדתות, מאיר שפיגלר, דין וחשבון משחור על כל מה שאירע עם השקיות המדוברות. במקביל, ביקש ח"כ רוני בריזון (שינוי) מלוי, לכנס בהקדם דיון בנושא השתתפות נציגי זק"א וחברה קדישא. השבוע סירבו בחברה קדישא להפנ ות אצבע מאשימה כלפי זק"א ולטעון כי מילוי השקיות נעשה לצורך יחסי ציבור לארגון, אבל גורם במשרד הדתות אמר השבוע ש"לפי היומן של חברה קדישא, הם ניקו את החדר המדובר לפני שבועיים. לא יכול להיות שנשארו במקום שקיות עם שרידים מהפיגוע". שחור מסר בתגובה כי "העובדות הן שאנחנו הבאנו לקבורה סמרטוטים שהיו מונחים בשקיות מניילון, שעליהן הלוגו של זק"א, שבוע לאחר הפיגוע. הפרסום ב'ידיעות אחרונות' אודות חלקי גופות שיש ב'שמגר' לא היה ולא נברא. צריך לשאול את אנשי זק"א איך הגיעו סמרטוטים לשקיות שלהם. הצעתי לאנשי זק"א להיבדק במכונת אמת. הם אמרו בכל מקום שהם מוכנים ללכת למכונת אמת, אבל סירבו להרים את הכפפה. הדובר שלהם, זאב פיינר, אמר לי שבשקיות שקברנו ביום חמישי היו אברים של גופות מפיגוע, ואז, לטענתו, מילאנו את השקיות בחול כדי להוכיח שאנחנו צודקים. הוא חושב שהראש המעוות שלו הוא גם הראש המעוות שלי. מישהו צריך להסביר לאנשי זק"א שלרקוד על הדם לא מתאים לארגון שאמון על גמילות חסדים וכבוד המת". פיינר מסר בתגובה: "ארגון זק"א הוא הגוף היחיד במדינת ישראל האמון על שמירת כבוד המת. מתנדביו פועלים בהתנדבו ת מלאה בשגרה ובחירום במאמצים עילאיים, כדי להביא כל נפטר ושרידיו בכבוד הראוי להם. אנשי חברה קדישא שעובדים בשכר, ממשיכים לכסות על עצמם תוך פגיעה נוספת במשפחות, לאחר שהבטיחו שלוש פעמים שהם קוברים את השרידים ולא עשו זאת, מכיוון ששקי הממצאים היו בידיהם מאז יום חמישי בבוקר, שלושה ימים עד שהגיעו לידי כתב 'חדשות היום'. אמינותם היא כאמינות חתול השומר על החלב. במשך חודשים ארוכים ניסה ארגון זק"א לפתור את הפרשה בצורה שקטה, כדי לא לפגוע במשפחות, אך לצערנו, הדרך היחידה שהביאה את הממצאים לקבורה הייתה דרך העיתונות". |
"We are also shocked by this grave news, but he never volunteered for Zaka", claimed the Zaka spokesman Zeev Feiner this week, regarding the grave news concerning Moshe Meshi Zahav, brother of the executive director of the organization Yehuda Meshi Zahav. "Even so, lets keep in mind that we are speaking of allegations only, and we hope that they will turn out to be incorrect", continued Feiner. "The Zaka organization will continue in its blessed activities for the citizens of the State of Israel, and perverted individuals will not be allowed to be members of this holy and important organization for the Jewish nation."
After the announcement of the news against Moshe Meshi Zahav, Zaka hurried this week to distance themselves from him. On Wednesday the organization claimed that Moshe never worked for Zaka, but towards the afternoon Feiner retracted his announcement, and said that Moshe Meshi Zahav indeed had worked for Zaka, "On a one time project called
`By Your Merit Zaka', work for which he received 5000 NIS per month.
Additional information fell into the hands of "Always", that according to the police investigation, Moshe claimed that he receives a permanent salary from Zaka.
A senior Zaka official claimed this week: "Our most serious problem is the mistaken identity. Moshe constantly used the name of Yehudah Meshi Zahav. He would identify himself as "Meshi", something which confused many people. Sometimes he would call and say to people, `Hi, this is Yehudah'. He used the fact that his brother is famous, and that they resemble each other, and have a similar voice, and he would deceive them. All these things are also involved in this episode. He would impress these girls by saying he's a senior official with Zaka, and perhaps because of this they would be confused and go with him. He always hung the yellow Zaka vest on his (car) seat, and therefore they thought that this was a Zaka vehicle. But he never had access to a Zaka vehicle."
Moshe Meshi Zahav is one of the senior officials of the Zaka organization. He is responsible on behalf of Zaka for fund raising across Europe. In the Meshi Zahav family fund raising territories are divided among the brothers. Moshe raises funds in Europe, his brother Matitiyahu raises funds in the US, and his brother Rami is responsible for raising funds in Israel. Moshe Meshi Zahav has three offices in Europe: in France, in Holland and in Belgium. He has business cards with the Zaka logo and his phone numbers in Holland, France and Belgium.
Moshe, father of four, and Yehuda Meshi Zahav grew up in a two room apartment in the Ungerman House in Mea Shearim with 11 other brothers. Their Rav was Rav Yosef Sheinberg, secretary of the Haredi community in the city. Their mother is the sister of one of the leaders of Haredi Jewry in the 70's, Rav Amram Halevi. Even then, in the 70's, the Meshi Zahav family was prominent in the city: aggressive and well connected, this helped them to achieve prominence. Yaakov, Avraham, Yehoshua, Tzvi, Moshe, and over everyone Yehuda, were in all the demonstrations and participated in all the disturbances, not always with the approval of their father, Menachem Mendel, who sought to restrain the youths. The family patriarch tried to send Yehudah to America to calm down, but to no avail. Moshe, in contrast, was sent at the beginning of the 80's to Brooklyn. His brother Tzvi joined him later for two and a half years.
Meshi Zahav lived for more than 10 years in Brooklyn, and while there supported a factory of rumors. It was said about him that he worked with the FBI, that he was suspected to be keeping bad company, but it didn't seem to matter to him. He projected an image of a businessman, went around in brand new car with a chaffeur, and wore expensive clothes.
In 1993, Meshi Zahav, in connection with a group of Jewish Israelis from New York, schemed to defraud Las Vegas area casinos. His intention was to pass bad checks at the casino, and an inside contact at the casino would approve the line of credit. The casino spotted the scam and called the police. Along with five others Meshi Zahav was sentenced to six months in federal prison and a thousand dollar fine. After his release Meshi Zahav returned to Israel.
Moshe Meshi Zahav was arrested on Tuesday of this week on suspicion of child organization's (Zaka) vehicles.
On Wedneday he was brought before the judge in the city court for arraignment, the judge being Amnon Cohen. According to police investigators, David Shlomi and Tovia Levi, during the last 8 months helped Meshi Zahav find needy girls who had fled their homes and were on the streets. According to the allegations, he would situate the girls, give them thousands of shekalim, cell phones, clothes, etc. In all Meshi Zahav connected with 7 underage girls.
At the arraignment, police investigators said that they have information that Meshi Zahav abused the young girls, all of whom were from religious areas in the north of the country. In light of this information the police conducted a more vigorous investigation, contacting the girls and convincing them to file complaints.
According to investigators, "Moshe Meshi Zahav seduced young girls with money, promises and gifts. After a few meetings he caused them to become dependent on him financially, then he pressured them psychologically and even demanded sexual favors". According to information in the hands of the police, Meshi Zahav would give them his cell phone number, and establish phone contact with them. When the girls would complain that they didn't have their own phone to contact him with, he would give them phones and credit cards. Once he had obtained their trust, he suggested that he could transport them from Jerusalem to their home areas. During the trips, or on their arrival there, he would ask what he should get in return for his help, and would touch their private parts. According to the report he also touched the breasts of two of the complainants.
To "Always" was also revealed that the police intend to try and find any additional girls connected with Meshi Zahav. Accordingly, they pursued a lead that Meshi Zahav's friends knew about his acitvities or knew about his connections with the girls, and did not inform the police.
According to 3 of the complainants, Meshi Zahav made his advances inside parked vehicles, some of which belonged to Zaka. Four of the girls charged that Meshi Zahav propositioned them several times for sexual relations.
During his interrogation Meshi Zahav denied all of the allegations related to him. According to him, he did have contact with the girls, but gave them money in the 10's of shekalim, and certainly did not abuse them.
The investigators said at the arraignment that Meshi Zahav seemed resentful of the news against him, and couldn't understand why they were accusing him of abuse. At the hearing his attorney, lawyer Nachshon Shochet, claimed that at first he held the girls hands, but no more than this. At the conclusion of the hearing the judge decided to continue his incarceration until Friday at 1 am.
Further details of the investigation that were received by "Always", show that at first the girls thought that Moshe was actually his brother, Yehudah Meshi Zahav. This came about because of the great superficial resemblance between the two. Addtionally, it is claimed that Meshi Zahav would boast of his activities for the public good in front of the girls, and would show them pictures of accidents, claiming he had saved the lives of the people involved.
Holy work or public relations?
Did the Zaka organization place sacks of body parts in the munincipal funeral home "Shamgar", for the sake of public relations? The vice secretary of religious affairs, Yitzchak Levi, will examine this bizarre affair next week.
Last week the general director of the organization (Zaka), Yehudah Meshi Zahav, claimed that sacks of human remains from the Café Hillel bombing were found at the Shamgar munincipal funeral home. According to Zaka's complaint, the organization appealed several times to the city's religious committee and to the Chevra Kadisha (volunteer funeral committee), to please bury the remains, but they refused. The story was widely distributed in the newspaper Yediot Acharonot this past Thursday.
But in research done by the director of the Chevra Kadisha, Chanania Shachor, with Arnon Meir, journalist from "Daily News", it was found that the sacks did not contain body parts from the explosion, but sand, car parts and a Russian newspaper dated November, two and a half months after the explosion. Meir brought these sacks in for lab analysis, which proved conclusively that there was never a drop of blood in them. In the wake of these revelations, the director of the religious affairs office, Meir Shpiegler, requested a thorough investigation on all that happened with said sacks. Knesset member Roni Brayzon (Shinui) requested a hearing on the subject of the involvement of Zaka and Chevra Kadisha members.
This week the Chevra Kadishah refused to point the finger at Zaka and charge that the sacks were filled as Zaka public relations stunt. But a spokesman for the religious affairs office said this week that, "According to the Chevra Kadishah daily record book, they had cleaned out this room two weeks prior. It is not possible that body parts from the explosion were left there".
Shachor (from the Chevra Kadishah) responded that "The facts are that we brought for burial rags in nylon bags that had on them the Zaka logo, one week after the explosion. The article in Yediot Acharonot concerning body parts at Shamgar never happened. You will have to ask Zaka how the rags came to be in their sacks. I suggested to the Zaka personnel that they take a lie detector test. They said they are ready to take a lie detector test, but refused to go through with it. Their spokesman, Zeev Feiner, told me that in the sacks we buried on Thursday there were body parts from the explosion, and then, claimed that we filled the sacks with sand to prove that we were right. He thinks that his twisted way of thinking is how I think. Someone needs to explain to Zaka personnel that to dance on someone's grave is not fitting for an organization that is dedicated to acts of kindness and respect for the dead."
Feiner responded, "The Zaka organization is the only body in the state of Israel dedicated to gaurding the dignity of the dead. Its volunteers work in emergency situations and with great effort in order to bring every casualty and his remains the dignity they deserve. The personnel of the Chevra Kadisha who work for a salary, continue to cover up an addtitional injury to families, after they have promised 3 times to bury body parts and didn't, since the sacks that were found were in their hands from Thursday morning, 3 days before the news broke with "News of the Day". Their credibility is like the credibilty of the cat gaurding the milk. For a long time Zaka has been trying to solve the issue quietly, in order not to hurt the families, but unfortunately, the only way to bring the parts to burial was by way of the press.

Not everyone in the ultra-Orthodox public agrees with the vicious and violent struggle against the gay pride parade. Some say the main opponents are parents who have to explain that abomination to their children.
The Internet forum B'Hadrei Haredim (in the Haredi inner sanctum) features a weekly press review by Avraham Alon, who writes under the name A. Mor.
"Readers of this column," writes Mor, "like many other people who, in their spare time, are parents of mature and maturing children, probably have to answer more than four questions about "the fifth child" (the homosexual - S.I.), whose parade is being discussed around the Shabbat table ... The result is more than obvious. Faithful Jewish journalists and wheeler-dealers have done what innumerable parades would not have done ... they have tossed this hot potato into the laps of thousands of parents of young children who have no experience with pride."
The Gerer Hasidim maintained the traditional practice of not fighting gays in order not to recognize their existence. Agudat Yisrael's Hamodia newspaper also downplayed all references to both the parade and the struggle against it.
Immodest people
This week I asked a few ultra-Orthodox men how they explained it to their children. Yehuda Meshi Zahav is the founder of ZAKA rescue services and operations officer for the Eda Haredit, a coalition of extreme ultra-Orthodox anti-Zionist groups based in Jerusalem's Mea Shearim neighborhood. He has lit fires and petitioned the High Court of Justice against the parade. He has also turned the struggle into combat lessons for the children.
Meshi Zahav took them to demonstrations to see how garbage cans are set ablaze and rocks are thrown, and to the police station to see those who had been arrested, "to learn the concept of fighting for an ideology and a stance, and to be ready to suffer blows."
To explain the reason for the demonstrations, he cited this week's Torah portion, which deals with the destruction of Sodom and Gomorrah. He told the children that the paraders are "wicked sinners who do exactly what the Sodomites did, people who want to go naked in the streets."
Other parents gave far less detailed responses - that these people do immodest things. Every child knows what immodesty is, the parents told me.
Posters declaring "Mommy, I'm afraid" found an original way to explain the matter. The posters defined homosexuals as "the bad people who do despicable things to little children, acts of sodomy, in Jerusalem's public parks." One parent who lives outside Jerusalem said he was thankful his children live far from the posters and do not have to see them.
There is no question: This past week belonged to the Eda Haredit. Its members do not vote in elections or accept money from the state (at least not officially). In recent years the Eda's strength has been waning, and its battles have been reduced to postering the streets of Mea Shearim. The Eda's last significant struggle was over Shabbat vehicular traffic on Bar Ilan street, and it was a while ago. This week the Eda was back in full swing, with its leadership purportedly calling on all members to grab a broomstick and go fight the parade. One of its leaders also blamed Israel's failure in the Lebanon war on the "abominations and promiscuity in the Holy Land."
No need to denounce
A summary of the demonstrations through yesterday afternoon reveals that this has been a rather standard wave of ultra-Orthodox outrage: Dumpsters were burned, stones thrown, traffic lights vandalized. So what was so exceptional? The fact that the demonstrations took place before the event in question, and that the warnings of violence have been much more extreme.
One possible conclusion: When the police make it clear that violence will result in a recommendation to cancel the parade, violence appears.
Another possible conclusion: Ultra-Orthodox youth may love burning Dumpsters and shouting epithets at the police, but murderers they are not.
Meshi Zahav has harsh criticism for those following in his footsteps. He says the struggle against the gay parade lacks direction. As of Tuesday, the time and location of Friday's demonstration had not yet been announced. Meshi Zahav says the protest headquarters exist only in the media. The demonstrations at the intersections happen only because of the enthusiasm of the yeshiva students, which stems from "the feeling that the rabbis permit everything."
For the first time, the ultra-Orthodox leadership has voiced no reservations against violence and has done little to stop it. In the past there was always an attempt to blame the violence on a small group of extremists. Not this time.
"Even praising the spirit of violent opposition is no small matter," wrote Alon.
The ultra-Orthodox publication Between the Lines also revealed who is esteemed these days. "Potential violence and tire spikes have been promoted from their natural place outside the camp to center stage," warned Alon.
"They have turned us all into potential murderers," thundered Yossi Elituv, the political commentator for the Orthodox weekly Mishpacha (Family).
Bezalel Kahan, a correspondent for the ultra-Orthodox daily Yated Neeman, has his own explanation for the violence.
"It is a reaction to the ultra-Orthodox public's sense of separateness, to all the blows it has received," says Kahan. "We are at the bottom on the scale of the deprived; the government is mistreating us, crushing us, killing us."
Then why are they protesting specifically against the gay parade?
"They do not riot in the streets over money," says Kahan. "This is an affront to religion."
Kahan says Yated is not in favor of violence, but sees no reason to denounce it.
Between Mecca and the Vatican
After he filed a petition against the parade at the High Court of Justice on Tuesday, Minister of Trade, Industry and Labor Eli Yishai asked, "Why did those people not try to hold their parade in Mecca or at the Vatican?"
The truth is that the first international gay parade, WorldPride, was held in Rome, and it passed close to the Vatican. That was in 2000, a year to which the Christians attributed special sanctity. Mecca will probably not have a gay parade in the foreseeable future. Jerusalem is therefore between Mecca and Rome with respect to its attitude toward gay parades, and it is not entirely clear to which it is closer.
A few reminders: Tomorrow's gay parade is not the first one, but rather the fifth. It is not international, but rather local. Since this is Jerusalem, it will be an unpretentious parade, and there will be no drag shows.
Why are these reminders important? Because religious and ultra-Orthodox public figures repeatedly contend that this is the first such parade and that it is international. The protest organizers and the ultra-Orthodox media usually have no reason to provide facts and information. It is much easier to recruit people to fight a first-time, international parade than a fifth, local low-key parade.
The press also carried stories this week of ultra-Orthodox intentions to invoke the dreaded pulsa denura curse against the parade's organizers. Last year Mishpacha published a study by Dr. Dov Schwartz of Bar-Ilan University and Moshe Blau, an ultra-Orthodox public figure. The two found the pulsa denura ritual had no basis in Kabbala. Rather, it was invented in the early days of Israel's statehood by a leader of the ultra-Orthodox, anti-Zionist Neturei Karta group, which devised dramatic trappings for the age-old excommunication ritual. Excommunication is not such a terrible thing, but pulsa denura sounds at least as mysterious as voodoo rituals. All the rest is folklore and spin.
Two scenarios
This article was written before the High Court hearing - before the final ruling on the parade. Even so, it is probably still worth considering the following two scenarios.
"There will be total separation" between the demonstrators, says Meshi Zahav. "There will be no fatalities. There won't be anything. Next week everything will return to normal, and the city will buy a few new Dumpsters."
Elituv, on the other hand, offers a horrifying scenario: "If the gay parade is held on Friday, on Sunday there will be funeral processions. There will be tragedies and we will all weep."
Elituv fears deaths on both sides. He says the parade objectors have formed a coalition of zealots that includes the hilltop youth, Shuvu Banim yeshiva students and followers of Rabbi Shlomo Aviner. Elituv fears what they may do, and is also afraid of police brutality.
"I have heard that they have ruthlessly beaten demonstrators," he says.
