Dentist Charged in Net Sting
Chicago Tribune, November 7, 1999

Bond was set at $20,000 on Saturday for a Skokie dentist charged with soliciting a juvenile over the Internet, authorities said.

Des Plaines police on Friday arrested Dr. Howard L. Lichtenstein, 42, of the 9100 block of Pottawattami Drive, Skokie.

Undercover officers posing on the Internet as a 15-year-old girl made contact with Lichtenstein earlier in the week, police said. Lichtenstein allegedly made sexual comments and set up the rendezvous at Maine West High School in Des Plaines, police said.

Lichtenstein, who police said has a practice in Skokie, drove up to Maine West at about 1:45 p.m. Friday, police said. He was arrested and charged with two counts of indecent solicitation of a child, said Des Plaines Police Detective Matthew McNamara.

The dentist appeared for a bond hearing Saturday in the Skokie branch of Cook County Circuit Court.
The Des Plaines Police Department is part of the Illinois attorney general's Internet Child Exploitation Task Force.

Dentist charged with solicitation
BY MARY BRESLIN-PURSE
Skokie Review - November 11, 1999

Des Plaines police arrested Howard M. Lichtenstein, 42, of 9103 Pottawattami Drive, Skokie, on Friday and charged him with two felony counts of indecent solicitation of a child.

Police said undercover officers posing as a 15-year-old high-school girl made contact with Lichtenstein over the Internet. Lichtenstein suggested mutual sexual activity while communicating with the officers for three days, according to police.

Lichtenstein suggested a meeting, and officers arranged to meet him outside Maine West High School at 1:45 p.m. Friday, police said. When Lichtenstein arrived at the school, he was arrested without incident.

"We arranged it about an hour before school would have ended because we didn't want it to happen with a lot of people outside," said Des Plaines police detective Matthew McNamara. "He would never have been allowed to go into the school."

Lichtenstein, a Skokie dentist, had been under investigation for several months, McNamara said.
Skokie Police Department spokesman Sgt. Michael Ruth said that Des Plaines had not contacted the Skokie department about the investigation.

"We had no previous contacts with (Lichtenstein) ourselves, neither at his home nor at his business, that I'm aware of," Ruth said.

The Skokie man operates a dental office at 4355 Howard St.

If convicted of the crime, Lichtenstein could receive four to seven years in prison for each count, McNamara said.

McNamara and another Des Plaines police officer check the Internet regularly as members of the Illinois Attorney General's Internet Child Exploitation Task Force. The arrest is the first in Des Plaines since the task force was formed about a year ago, McNamara said.

Bond was set at $20,000. Lichtenstein is to appear in court Nov. 19.
